The ‘Intelligent Climate Alert Network (ICAN) for Outdoor Workers – a mobile app
The ICAN mobile app is a co-constructed tool developed collaboratively with precarious outdoor workers, health experts, IT specialists, geographers, and policymakers. Designed to protect outdoor workers from climate-related health risks during extreme weather conditions, the app integrates Geographic Information System (GIS) technology to deliver real-time, location specific, and tailored support — even in areas with limited internet connectivity. It offers five key features:
- Real-time weather forecasts of the temperature, humidity, ultraviolet (UV) and air
quality indices (AQI) warn workers of potential health risks so that they can act early to
protect themselves; - First-aid advice with easy-to-follow, step-by-step guidance on treating common climate related health emergencies faced by workers like heatstroke, exhaustion, and fatigue;
- Health risk and support locations map showing real-time health risks according to heat
and pollution levels, as well as the locations of clinics, shelters, and community centres,
based on data from Esri (the developer of ArcGIS) and community contributions; - Labour and policy news from the electronic news portal Social Life Online Vietnam
Contemporary to keep workers well-informed of the latest work trends, laws, and policies
relevant to their livelihoods and health; and - Consultation with health and labour experts including online courses about first aid,
weather preparedness, and life skills related to outdoor work, and even one-to-one
consultations about any healthcare topics concerning workers.
Funded by our research project and developed by SocialLife, an NGO based in Ho Chi Minh City, the ICAN app is not-for-profit and freely available on iOS and Android now. For more details about the ICAN app, please read our policy brief in both Vietnamese and English here.
